In the framework of an extended optical model approach in which the polarization potential is decomposed into direct-reaction (DR) and fusion parts, simultaneous analyses of elastic scattering and fusion cross-section data for the 11B$ + $209Bi system at near-Coulomb-barrier energies are performed. We show that the DR and fusion potentials extracted from
analyses separately satisfy the dispersion relation and that the threshold anomaly exhibits in both DR and fusion parts. We find that the analyses using only elastic scattering and fusion data can produce reliable predictions of cross-sections even though the direct reaction cross-section data are not complete. By using the extracted DR potential, we investigate the effects of the projectile breakup on fusion cross-sections.
